This is an air volume damper in a heating duct. Each duct run should have a damper installed
somewhere along the pipe. If the damper is near the main air duct then you should see a handle on the duct
similar to this one. If the heating pipe serves the 2nd or 3rd floors of your home then the volume damper
may be installed directly inside the air vent. This damper is in the "open" position.
